Apart from the above issues, there is additional information related to other important issues according to stakeholders
due to the impact of COVID-19. Stakeholders expect the university to create new regulations related to conditions
during COVID-19 such as the regulations related to online learning methods, policies related to a decrease in tuition
and financial aid for students, and university health protocol rules.
5. CONCLUSION
The COVID-19 pandemic caused a change in stakeholder engagement in universities. Lecturers, students, and
educational staff have different expectations during the COVID-19 pandemic. In the health aspect, the pandemic has
forced universities to implement strict health protocols. They must be able to provide safety and health guarantees to
lecturers, students, and educational staff while working.
The primary stakeholder expects to create a new engagement at the university. Universities must consider these
expectations to achieve their goals. Actions that can be taken by universities are conducting mixed learning but with
more emphasis on online methods, complying with the health protocol for classes that require face-to-face learning,
performing asynchronous and synchronous learning to be more flexible, providing good hygiene, water, sanitation
facilities, and good environment in the campus, and providing effective financial aid for students affected by COVID-19.
Future research will not only analyze changes in primary stakeholder engagement but also analyze other types of
stakeholders such as external stakeholders.
